4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to part II, subpart B, to be appropriately designated and to read as follows: "§302A- Civil rights; curricula plan; public schools. (a) The department shall develop and implement a statewide civil rights curricula plan for public school students in kindergarten through twelfth grade that shall include: (1) The events of the civil rights movement during the period from 1954 to 1968; (2) Jim Crow-era laws in the United States, including laws which embodied the "separate but equal" doctrine; (3) The leadership, tactics, and strategies of nonviolent resistance to Jim Crow-era laws championed by Dr. Martin Luther King, Jr.; (4) The principles of natural rights and natural law, which informed the leadership of Dr. Martin Luther King, Jr.; (5) Passage of the civil rights acts of 1957, 1960, and 1964; and (6) Passage of the voting rights act of 1965. (b) No later than July 1, 2023, the department shall develop model curriculum and curriculum guidelines for the instruction required under subsection (a). The model curriculum and curriculum guidelines shall: (1) Be age appropriate; (2) Provide guidance for integration into social studies courses or other appropriate courses of study; and (3) Be made available to all public elementary, middle, intermediate, and high schools. (c) Beginning with the 2023-2024 school year, all public elementary, middle, intermediate, and high schools shall offer civil rights courses." SECTION 2. New statutory material is underscored.
