4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $23,150,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the ninth senatorial district, as follows: 1. Aina Haina Elementary A. Surfacing, lining, curbing, fencing, and landscaping of mauka gravel lot to a parking lot. Design and construction $900,000 Total funding $900,000 B. Air-conditioning for campus. Construction and equipment $150,000 Total funding $150,000 C. Multi-purpose office and health room makai adjacent to administration building. Design and construction $1,500,000 Total funding $1,500,000 2. Diamond Head State Monument A. Park improvements, including parking, security systems, interpretive facilities, and Kapahulu tunnel pedestrian access. Design and construction $3,000,000 Total funding $3,000,000 B. Rockfall mitigation, shotcrete stabilization, trail and slope stabilization. Design and construction $1,000,000 Total funding $1,000,000 C. Security and access improvements, including fences, pathways, barriers, and appurtenances. Construction and equipment $500,000 Total funding $500,000 D. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date. SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 of this Act shall be expended for the purposes of this Act as follows: (1) The sums appropriated in items 1, 3, 4, 5, 6, and 8 shall be expended by the department of education; and (2) The sums appropriated in item 2 shall be expended by the department of land and natural resources; and (3) The sum appropriated in item 7 shall be expended by the University of Hawaii.
