The director of finance is authorized to issue general obligation bonds in the sum of $124,320,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of financing capital improvement projects for the nineteenth senatorial district, as follows: 1. To be expended by the department of transportation: A. Fort Weaver road, Oahu Construction for road improvements and the extension of Keaunui drive to Renton road. Construction $34,000,000 Total funding $34,000,000 2. To be expended by the University of Hawaii: A. University of Hawaii, West Oahu Construction for campus improvements. Construction $10,000,000 Total funding $10,000,000 3. To be expended by the department of education: A. James Campbell high school, Oahu Construction, equipment, and appurtenances for an athletic complex, including a new stadium, synthetic track, press box, restrooms, and a concession stand; ground and site improvements. Construction $27,000,000 Equipment and appurtenances $10,000,000 Total funding $37,000,000 B. Ilima intermediate school, Oahu Design, construction, equipment and appurtenances for a new sixth grade building; ground and site improvements. Design $ 2,000,000 Construction, equipment, and appurtenances $33,000,000 Total funding $35,000,000 C. Iroquois Point elementary school, Oahu Plans, design, and construction for a playground cover or awning. Plans $ 10,000 Design $ 10,000 Construction $100,000 Total funding $120,000 D. SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agencies for the purpose of this Act. SECTION 4.
