The legislature finds that allowing post office boxes and rural and highway contract route boxes to be used for prescriptions, as long as the physical address is readily accessible, would save pharmacists time because they would not have to take the required steps to change the post office box number to a physical address. The legislature further finds that allowing post office boxes and rural and highway contract route boxes to be used for prescriptions makes good use of technology and results in a more efficient workflow. The purpose of this Act is to amend the definition of "address" in the Uniform Controlled Substances Act, chapter 329, Hawaii Revised Statutes, to make post office boxes and rural and highway contract route boxes permissible if a physical address is readily accessible. SECTION 2. Section 329-1, Hawaii Revised Statutes, is amended by amending the definition of "address" to read as follows: ""Address" means, with respect to prescriptions, the physical location where an individual resides such as: (1) Street address, city, and state; (2) Tax map key number; or (3) The description of a physical location. Unless the context dictates otherwise, for purposes of this chapter, "address" also includes a post office box, rural route box, or highway contract route box; provided that the pharmacy dispensing the prescription has on file the physical location where an individual resides." SECTION 3. New statutory material is underscored. SECTION 4. This Act shall take effect on January 1, 2023. |
