43	43	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47	47	SECTION 1. The legislature finds that the coronavirus disease 2019 (COVID-19) pandemic has ravaged the State's available inventories of personal protection equipment and other medical products and supplies. The COVID-19 pandemic has identified a critical gap in the State's ability to mitigate impacts on its vulnerable supply chain. The legislature further finds that the State would benefit from a central storage location in which to stockpile non-perishable supplies, with additional capacity for the storage and distribution of other disaster- or pandemic- specific items, such as necessary drugs, vaccines, and miscellaneous medical supplies. The legislature finds that construction of a stockpile storage facility will be critical in the State's efforts to prepare for future natural disasters and pandemics. This facility should be constructed to supplement and resupply state and local inventories of essential supplies during emergencies that may be severe enough to exhaust local supplies. Additionally, the State should plan to accumulate reserves of critical supplies to provide to the counties and communities during an emergency and within a reasonable time of the State's decision to deploy the stockpiled resources. SECTION 2. (a) The department of defense, in coordination with the Hawaii emergency management agency, department of health, and the Hawaii technology development corporation, shall identify and propose an appropriate location for the construction of a state stockpile storage facility in which to stockpile emergency supplies necessary for responding to natural disasters and pandemics. (b) The location shall be: (1) On state land; (2) Reasonably secured or easily capable of being reasonably secured; (3) Outside of the inundation zone; (4) Within a one-mile radius of an airfield; and (5) Near state, county, and federal first responder agencies. (c) No later than twenty days prior to the convening of the regular session of 2022, the department of defense shall submit a report to the legislature that identifies a proposed location for the construction of a state stockpile storage facility; provided that the report shall include an evaluation of the criteria used by the department in selecting that location. The report may contain alternate proposed locations, as deemed appropriate by the adjutant general. SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 for the department of defense to identify an appropriate state stockpile storage facility. The sums appropriated shall be expended by the department of defense for the purposes of this Act. SECTION 4. This Act shall take effect on July 1, 2021. INTRODUCED BY: _____________________________
