43	43	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47	47	SECTION 1. The University of Hawaii shall establish a parolee higher education access pilot program. The pilot program shall allow paroled prisoners to take up to twelve semester credits at any campus in the University of Hawaii system free of charge; provided that: (1) The Hawaii parole authority, as a condition of the prisoner's parole or supervised release, permits such activity; (2) The prisoner does not violate the terms or conditions of parole or supervised release, any law of the State, or any rule of the Hawaii paroling authority; and (3) The courses are applied for within five years after the paroled prisoner is released from a correctional institution. SECTION 2. The University of Hawaii shall submit a written report on the progress of the parolee higher education access pilot program, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2026. The report shall address but shall not be limited to: (1) The number of pilot program participants who attended college classes per semester; (2) The number of pilot program participants enrolled in college classes for credit per semester; (3) The amount of foregone tuition revenue per semester; and (4) The number of credits attained because of the pilot program. SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 and the same sum or so much thereof as may be necessary for fiscal year 2022-2023 for the administration and tuition costs of the parolee higher education access pilot program. The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act. SECTION 4. This Act shall take effect on July 1, 2021, and shall be repealed on June 1, 2025.
