Introduced
1/27/21

Caption

Relating To Environmental Impact Fees.

Impact

The act will impose specific fees on commercial ocean recreation vessels based on their passenger capacity, which will provide a source of revenue intended to support conservation efforts. For example, vessels accommodating more than 25 passengers will incur a fee of $250, creating a financial mechanism to incentivize the sustainable operation of such commercial activities. The revenue generated will be directed into funds aimed at coral reef mitigation and further environmental conservation efforts within the state.

Summary

SB989 seeks to address the environmental challenges faced by Hawaii by establishing environmental impact fees for commercial ocean recreation vessels. The bill recognizes the integral relationship between Hawaii's environment and economy, emphasizing that the state’s natural resources significantly contribute to both local communities and the visitor industry. As the number of visitors continues to increase, the bill asserts that there is an urgent need for sustainable funding to manage and conserve Hawaii's vital ecosystems.

Contention

While proponents of SB989 argue that the additional fees are necessary to remedy the ongoing environmental decline and enhance the quality of experiences for both residents and visitors, some stakeholders may express concerns over the financial burden these fees might place on commercial operators in Hawaii. Additionally, discussions around the allocation of raised funds towards specific conservation projects may also elicit diverse opinions regarding transparency and effectiveness in addressing the state’s environmental issues.
