43	43	WHEREAS, hula is a centuries-old dance form with a rich cultural and spiritual background; and WHEREAS, Huamakahikina first convened on August 17, 2020, to amplify the voices of Kumu Hula, or those recognized to represent the hula lineages and advocate for the proper preservation of this art form; and WHEREAS, growing interest in Hawaiian culture, especially from popular media, has led to misrepresentation, cultural misappropriation, exploitation, and abuse of hula through those who would teach hula without being acknowledged Kumu Hula; and WHEREAS, the spread of incorrect choreography, designs, proper names, and lexicons weaken the standards and expectations for hula and both damage its reputation culturally and economically, as well as perpetuating ignorance; and WHEREAS, there is insufficient protection for intellectual property rights for which Kuma Hula are entitled; and WHEREAS, there is insufficient acknowledgement of the rigorous training Kumu Hula undergo regarding how they are valued in the professional labor market; and WHEREAS, there is insufficient resources in place to rectify the problems stated above, due to a scarcity of resources provided by the county and state government and significant disparity in how hula is recognized, treated, and housed; now, therefore, BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the counties and state government of Hawaii are urged to work closely with Huamakahikina and Kumu Hula to rectify the above problems through the establishment of new policies and increased resources including public funding and facilities to ensure that hula flourishes for generations to come; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chief Executive Officer of the Office of Hawaiian Affairs, and Mayor of each county.
