43	43	WHEREAS, Hawaiian Ocean View Estates (Ocean View) in Hawaii County is one of the fastest-growing subdivisions in the United States; and WHEREAS, this population growth has resulted in a corresponding rise in crime, with many residents reporting concerns of illegal dumping, abandoned vehicles, property crime, and feral dog attacks; and WHEREAS, historically, requests for increased police presence for South Kona and Kaū, including Ocean View, have been overlooked and calls for an increase in marked police vehicles to patrol and surveil these areas have not been fulfilled; and WHEREAS, the Hawaii Police Department currently operates a police office in the Ocean View subdivision, but cannot process or book arrestees at the existing office, and the closest police substation capable of booking and processing is located over fourteen miles away in Nāālehu; and WHEREAS, after an arrestee is detained and booked at the Nāālehu substation, they are then transported to the Hilo or Kona police stations for holding; and WHEREAS, the distance between police department facilities on Hawaii Island has resulted in lengthy response times for police service in Ocean View, as the officers assigned to Ocean View must transport arrestees to Nāālehu and thereafter to Hilo or Kona, preventing them from responding to calls for assistance during these transportation related absences; and WHEREAS, the Hawaii Police Department's presence in Ocean View must be expanded to reflect population growth and to appropriately respond to increased reports of crime in the area; now, therefore, BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Hawaii Police Department is requested to: (1) Increase police staffing in Ocean View and prioritize policing in the subdivision by increasing patrols by marked police vehicles and shortening response times; (2) Assess necessary requests for capital improvement projects in Ocean View; and (3) Submit a report of its findings and recommendations, including any legislation and identifying steps taken to mitigate public safety concerns and increase police presence in Ocean View, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and BE IT FURTHER RESOLVED that the Department of Accounting and General Services, in collaboration with the Hawaii Police Department, is requested to: (1) Conduct a feasibility study on locating a police substation on State land to service Ocean View; and (2) Submit a report of their findings and recommendations, including any legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller, Office of the Mayor of Hawaii County, and Chief of the Hawaii Police Department.
