43- WHEREAS, Act 49, Session Laws of Hawaii 2017, allocated, among other things, $1,500,000 in general obligation bonds for the plans, design, and construction for the development of the Kau water system; and WHEREAS, phase one of the project includes the design and construction of a one hundred thousand gallon water storage tank and appurtenances on Hawaiian home lands; and WHEREAS, the Hawaiian Homes Commission approved $500,000 in trust funds for construction; and WHEREAS, the estimated advertisement for bids was expected to occur in early 2020; and WHEREAS, it is understood that the Department of Hawaiian Home Lands invited twenty-five pastoral lessees to discuss the water needs for each lot and supplemental water availability; and WHEREAS, it is expected that phase two of the project will include repair and replacement of pressure reducing valve stations; and WHEREAS, it is further expected that phase three of the project will include the relocation of existing waterlines from within leased lots to the South Point Road right-of-way, installation of new water meters, fire protection, and the subdivision of twenty-five pastoral lots; and WHEREAS, because of the complexities and future costs of the Kau water system project, it would be prudent for the Legislature to receive an update on the progress of the project; now, therefore, BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Department of Hawaiian Home Lands, in conjunction with the County of Hawaii Department of Water Supply, is requested to provide a progress report regarding the development of the Kau water system on Hawaiian home lands; and BE IT FURTHER RESOLVED that the Department of Hawaiian Home Lands is requested to submit the progress report to the Legislature by June 30, 2022; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Hawaiian Homes Commission, and Manager of the County of Hawaii Department of Water Supply.
