4141 WHEREAS, shooting facilities on the island of Hawaii have the potential to aid in the training of hunters and recreational shooters, while promoting safe gun practices; and WHEREAS, sound planning, management, and oversight are critical to the safe and effective operation of shooting facilities; and WHEREAS, the Department of Land and Natural Resources is well-positioned to study and develop best practices related to the planning, design, and construction of an adequate, safe, and ecologically responsible public shooting facility for the island of Hawaii; now, therefore, BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Department of Land and Natural Resources is requested to convene a working group to: (1) Determine basic facility shooting requirements, including the type of shooting venues desired for rifle, pistol, shotgun, air gun, archery, or other shooting sports on the island of Hawaii; (2) Construct a preliminary diagram showing desired shooting venues and the basic infrastructure required to support them, determine the land size necessary for construction, and incorporate any required safety zones in order to prevent projectile escapement; (3) Create and publish a "Shooting Facility Requirements Manual" incorporating the work of the working group, presenting a list and description of shooting venues desired, along with the required infrastructure, and the priority of construction; (4) Conduct a review of appropriate building sites, elements driving construction, accessibility, gunfire sound propagation, lead management ability, cultural and biological use restrictions, climatology, access to utilities, and vandalism protection; (5) Prepare an estimate of design, time-phased construction, and facility operational costs; (6) Identify sources of revenue for the design, construction and operation of the facility; and (7) Seek support from potential or identified facility development and operational entities; and BE IT FURTHER RESOLVED that the Department of Land and Natural Resources, in organizing the shooting facilities working group, is requested to comprise the working group of the following members: (1) The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee; (2) The Director of Public Safety, or the Director's designee; and (3) Any recreational shooters, hunters, government agencies, or other representatives the Chairperson of the Board of Land and Natural Resources or the Director of Public Safety deem necessary; and BE IT FURTHER RESOLVED that the shooting facilities working group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and Director of Public Safety.
