4141 WHEREAS, Ocean View on the island of Hawaii, is one of the fastestgrowing areas in the United States, with the 2010 United States Census reporting a population of 4,437, up from 2,178 as reported by the 2000 United States Census; and WHEREAS, despite the growing community, the lack of health care infrastructure has not been addressed, as there are no health care facilities in Ocean View and the nearest hospitals are in Kona and Kau, both a lengthy drive away; and WHEREAS, before any specific action is taken to address the health care needs of the Ocean View community, it is prudent to first gather information about the health care needs of the community residing in Ocean View; now, therefore, BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Department of Health is requested to conduct a study to assess the health care needs of residents of Ocean View on the island of Hawaii; and BE IT FURTHER RESOLVED that the health care needs assessment to be conducted by the Department of Health is requested to: (1) Identify the health care needs of residents of Ocean View; (2) Identify existing health care resources and services currently available to residents of Ocean View; (3) Identify unmet and inadequately-served health care needs of residents of Ocean View, and further identify the potential sources or causes of these gaps and deficiencies, to the extent the same can be determined; (4) Identify and quantify patterns of disease, if any, in the Ocean View population; (5) Identify the number of residents of Ocean View who are beneficiaries or recipients of the Compact of Free Association, as ratified and amended, between the Federated States of Micronesia and the United States; and (6) Provide policy, operational, and any other pertinent recommendations to address the unmet or inadequately-served health care needs of residents of Ocean View, and prioritize these recommendations according to relative severity and urgency of the health care need at issue; and BE IT FURTHER RESOLVED that the Department of Health is requested to submit a report of findings resulting from the study to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and BE IT FURTHER RESOLVED that "health care needs" includes: health education, disease prevention, diagnosis and treatment, rehabilitation, terminal care, and other related matters deemed appropriate by the Department of Health; and BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Health.
