THE SENATE S.R. NO. 3 THIRTY-FIRST LEGISLATURE, 2022 STATE OF HAWAII SENATE RESOLUTION REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO conduct study of TWO POTENTIAL DEDICATED SOURCES OF FUNDING FOR PUBLIC EDUCATION. THE SENATE S.R. NO. 3 THIRTY-FIRST LEGISLATURE, 2022 STATE OF HAWAII THE SENATE S.R. NO. 3 THIRTY-FIRST LEGISLATURE, 2022 STATE OF HAWAII SENATE RESOLUTION REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO conduct study of TWO POTENTIAL DEDICATED SOURCES OF FUNDING FOR PUBLIC EDUCATION. WHEREAS, public education is a critical pillar of a productive and equitable society; and WHEREAS, article X, section 1, of the Hawaii State Constitution requires the State to provide a system of public education; and WHEREAS, funding for public education in Hawaii is primarily sourced from the State's general fund; and WHEREAS, public education in Hawaii is not adequately funded; and WHEREAS, chronic underfunding of public schools undermines the State's goal of providing a quality education to all children in the State; and WHEREAS, it is necessary to develop a durable, dedicated source of funding the State's public education system, to ensure that the State will be able to prepare children to meet the social and economic demands of the future; and WHEREAS, one option for a dedicated source of funding public education in the State is a state lottery; and WHEREAS, a second option for a dedicated source of funding public education in the State is a one per cent allocation of county real property tax revenues; now, therefore, BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Legislative Reference Bureau is requested to study and determine the potential yield of a state lottery as a dedicated source of funding for the State's public education system; and BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to study and determine the potential yield of a one per cent allocation of county real property tax revenues as a dedicated source of funding for the State's public education system; and BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Legislative Reference Bureau and Department of Education.
