43	43	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47	47	SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $37,850,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the twenty-fourth representative district, as follows: 1. Ala Wai elementary school Construction and equipment and appurtenances to re-cable all horizontal cabling from the electrical room to the IDF/MDF with CAT6 cable, new UPS's for each IDF/MDF, bells and paging speakers, and cost for new phones. Construction $350,000 Equipment $350,000 Total funding $700,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Ala Wai small boat harbor Design and construction for replacement of existing gravity sewer lines, pump station, and force mains. Design $400,000 Construction $5,000,000 Total funding $5,400,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 3. Ala Wai small boat harbor Design and construction for installation of new structural plastic lumber fenders. Design $300,000 Construction $4,000,000 Total funding $4,300,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 4. Ala Wai small boat harbor Design and construction for maintenance dredging of the harbor basin and entrance channel. Design $400,000 Construction $5,000,000 Total funding $5,400,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 5. Ala Wai small boat harbor Design and construction for replacement of concrete boat ramp panels and reconstruction of boat wash down area. Design $300,000 Construction $4,000,000 Total funding $4,300,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 6. Ala Wai small boat harbor Design and construction for replacement of existing finger piers and utilities along the front row, 400 row, 500 row, 600 row, and portions of 700 row. Design $500,000 Construction $7,000,000 Total funding $7,500,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 7. Ala Wai small boat harbor Design and construction for resurfacing and striping of existing access roads and parking areas. Design $300,000 Construction $4,000,000 Total funding $4,300,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 8. Ala Wai small boat harbor Design and construction for upgrades and replacement of existing electrical lines, conduits, lighting, circuit breakers, and related work. Design $300,000 Construction $5,000,000 Total funding $5,300,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 9. Kawehewehe beach Plans, design, and construction for a beach restoration pilot project. Plans $100,000 Design $100,000 Construction $450,000 Total funding $650,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
