The director of finance is authorized to issue general obligation bonds in the sum of $365,925,410 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the sixth representative district, as follows: 1. Kealakehe wastewater treatment facility Plans for detailed survey on the recommendations to replace the existing force main collection. Plans $450,000 Total funding $450,000 The sum appropriated for this capital improvement project shall be expended by the county of Hawaii. 2. Honalo marshaling yard; Hawaii Ulu Cooperative Construction to complete infrastructure upgrades to the state-owned Honalo marshaling yard food hub facility to increase its operations and output to two million pounds per year. Construction $1,500,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of agriculture. 3. Natural energy laboratory of Hawaii authority, Hawaii Plans and design for completion of a comprehensive environmental impact statement covering the entire eight hundred seventy-acre Hawaii ocean and technology park.
