A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-fifth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $45,013,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the thirty-fifth representative district, as follows: 1. Pearl City Elementary School Plans, design, construction, and equipment and appurtenances for replacement of campus waterlines Plans $1,000 Design $1,000 Construction $1,357,000 Equipment $1,000 Total funding $1,360,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Pearl City Elementary School Plans, design, construction, and equipment and appurtenances for slope stabilization for the hill on school campus Plans $1,000 Design $1,000 Construction $5,000,000 Equipment $1,000 Total funding $5,003,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Pearl City High School Design and construction for resurfacing of tennis courts Design $50,000 Construction $600,000 Total funding $650,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Pearl City High School Plans, design, construction, and equipment and appurtenances for retrofit, renovate A/B, C/D, and KLM elevators. Plans $50,000 Design $200,000 Construction $1,000,000 Equipment $100,000 Total funding $1,350,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Pearl City High School Plans, design, construction, and equipment and appurtenances for replacement of dimmer system and lighting in Michael D. Nakasone auditorium. Plans $250,000 Design $250,000 Construction $3,000,000 Equipment $500,000 Total funding $4,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Pearl City High School Design, construction, and equipment and appurtenances for retrofit stadium lighting to more functionally light high traffic areas within stadium. Design $50,000 Construction $300,000 Equipment $150,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Waipahu High School Construction for campus-wide security fencing and gates and all related work including new work and refurbishment/repair/renovation; ground and site improvements. Construction $3,000,000 Total funding $3,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Waipahu High School Construction for campus-wide, exterior repainting; and all related work including new work and refurbishment/repair Construction $2,500,000 Total funding $2,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 9. Waikele Elementary School Design and construction for innovative learning center; school renovation; ground and site improvements: equipment and appurtenances Design $200,000 Construction $14,800,000 Total funding $15,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 10. Waikele Elementary School Design and construction for perimeter fencing and security improvements and all related work including new and refurbishment, repair and renovation; ground site improvement. Design $50,000 Construction $3,950,000 Total funding $4,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 11. Lehua Elementary School Plans, design, construction, and equipment and appurtenances for a covered play area. Plans $250,000 Design $250,000 Construction $4,000,000 Equipment $1,500,000 Total funding $6,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 12. Manana Elementary School Plans, design, construction, and equipment and appurtenances for restroom facilities for portable classroom. Plans $50,000 Design $50,000 Construction $900,000 Equipment $100,000 Total funding $1,100,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 13. Manana Elementary School Plans, design, and construction to replace library and administration windows, to increase line of sight visibility to secure campus. Plans $25,000 Design $25,000 Construction $500,000 Total funding $550,000 The sum appropriated for this capital improvement project shall be expended by the department of education. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
