47- PART I SECTION 1. The purpose of this Act is to: (1) Require the department of health and Oahu regional health care system to develop a strategic plan for the utilization of all Oahu regional health care system facilities and report to the legislature prior to the regular session of 2024; (2) Extend the deadline to assimilate the Daniel K. Akaka state veterans home from the department of defense to the Oahu regional health care system to June 30, 2024; (3) Require the Oahu regional health care system and department of defense to provide a joint progress report to the legislature regarding the construction of, and the hiring of an operator for, the Daniel K. Akaka state veterans home; and (4) Appropriate funds for the capital improvement project to construct a transitional treatment and housing facility on the Leahi hospital campus; provided that no funds shall be expended unless matched on a dollar-for-dollar basis by funds from the city and county of Honolulu. PART II SECTION 2. Act 212, Session Laws of Hawaii 2021, is amended as follows: 1. By adding a new part to read: "Part IX SECTION 12A. The department of health and Oahu regional health care system shall develop a strategic plan for the utilization of all Oahu regional health care system facilities. The department of health and Oahu regional health care system shall submit a report of their findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024." 2. By renumbering part IX to read: "[Part IX] PART X" PART III SECTION 3. Act 285, Session Laws of Hawaii 2022, is amended by amending section 2 to read as follows: "SECTION 2. (a) No later than June 30, [2023,] 2024, the Daniel K. Akaka state veterans home on Oahu shall be assimilated into the Oahu regional health care system in a manner and to an extent that may be negotiated between the Oahu regional health care system and the department of defense. After assimilation, the physical assets and the ground lease of the Daniel K. Akaka state veterans home shall become the property of the Oahu regional health care system and the Daniel K. Akaka state veterans home shall be managed by the Oahu regional health care system. (b) None of the liabilities of the Daniel K. Akaka state veterans home in existence at the time the Daniel K. Akaka state veterans home is assimilated into the Oahu regional health care system shall become liabilities of the Oahu regional health care system. (c) The Oahu regional health care system and the department of defense shall submit a joint report on the progress of construction of, and hiring of an operator for, the Daniel K. Akaka state veterans home to the legislature no later than twenty days prior to the convening of the regular session of 2024." PART IV SECTION 4. There is appropriated out of the general revenues of the State of Hawaii to the Oahu region -- Hawaii health systems corporation (HTH 215) the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 for the capital improvement project to construct a transitional treatment and housing facility on the Leahi hospital campus; provided that no funds shall be expended unless matched on a dollar-for-dollar basis by funds from the city and county of Honolulu. The sum appropriated shall be expended by the Hawaii health systems corporation for the purposes of this Act. SECTION 5. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2025, shall lapse as of that date. PART V SECTION 6. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored. SECTION 7. This Act shall take effect on June 30, 2050.
