The legislature finds that the department of human resources development is committed to making the State a desirable place to work and supporting the approximately fourteen thousand employees who work throughout the State. The legislature also finds that the department of human resources development's information technology systems require additional investment and modernization. Specifically, by upgrading or replacing equipment, hiring key information technology personnel, upgrading the existing outdated network infrastructure, and providing necessary training, the department of human resources development will be able to hire new, essential state workers more quickly and provide the department with the assets it needs to function more efficiently overall.
