47- SECTION 1. The legislature finds that the Pohoiki boat ramp was an important part of the Puna community and local economy, providing an ocean access point for commercial fishing, ocean and volcanic tours, and food sustainability and cultural practices. Additionally, the Pohoiki boat ramp was used by the United States Coast Guard and Hawaii county fire department to provide emergency rescue services. However, the 2018 eruption of the Kilauea lower east rift zone loosened sand, rocks, and cobbles that were transported down the coastline and eventually filled in Pohoiki bay, which resulted in the boat ramp becoming landlocked. Since then, no new boat launch areas have been developed along the Puna coastline to replace the facilities, including the boat ramp, at Pohoiki bay. The legislature further finds that removing the volcanic debris and re-opening the Pohoiki boat ramp are vital to the health and well-being of the Puna community. The purpose of this Act is to appropriate funds to the department of land and natural resources to dredge the boat ramp at Pohoiki bay. SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 to dredge the boat ramp at Pohoiki bay, Puna, on the island of Hawaii. The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act. SECTION 3. This Act shall take effect on June 30, 3000.
