47- SECTION 1. The legislature recognizes that the number of animal slaughterhouses in the State, and their respective capacities, are limited. Notably, only one slaughterhouse on Oahu currently slaughters hogs. If any slaughterhouse ceases operations or ceases to slaughter any particular type of animal, the effects on Hawaii's food supply, market, businesses, and consumers could be devastating. The legislature therefore finds that the State should avert this potential outcome and ensure a sustainable source of animal protein for Hawaii's consumers. Accordingly, the purpose of this Act is to: (1) Require the agribusiness development corporation to plan, design, construct, and operate a new animal slaughterhouse on the island of Oahu; and (2) Appropriate moneys for the slaughterhouse. SECTION 2. Chapter 163D, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows: "§163D- Animal slaughterhouse. (a) The corporation shall plan, design, construct, and operate an animal slaughterhouse on the island of Oahu. The slaughterhouse shall: (1) Serve as a sustainable source of locally-born and raised animal protein; and (2) Consider market conditions in determining the types and sizes of animals that should be slaughtered at any given time. (b) The corporation shall comply with any requirements established by: (1) The United States Department of Agriculture; (2) The department of health; and (3) Applicable law, including audit requirements." SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $4,000,000 or so much thereof as may be necessary for fiscal year 2023-2024 for a new animal slaughterhouse on the island of Oahu, to be allocated as follows: Plans $600,000 Design $400,000 Construction $1,868,000 Equipment $1,132,000 Total funding $4,000,000 The sum appropriated shall be expended by the agribusiness development corporation for the purposes of this Act. SECTION 4. New statutory material is underscored. SECTION 5. This Act shall take effect on June 30, 3000.
