4545 WHEREAS, Hawaii averages twenty-eight pedestrian fatalities each year on roads without proper crosswalks; and WHEREAS, even on roads with proper crosswalks, pedestrians are still at risk when drivers fail to yield to the pedestrian's right-of-way; and WHEREAS, the recent death of McKinley High School student Sara Yara, has demonstrated that drivers can be reckless around schools; and WHEREAS, drivers often disregard reduced speed limits and other traffic laws near schools; and WHEREAS, there are several high-traffic roadways around the Mililani High School that pose a significant risk to students who walk to and from school; and WHEREAS, raised crosswalks help make pedestrians more visible to drivers and can reduce crashes by forty-five percent; and WHEREAS, the Department of Transportation and the Department of Transportation Services of the City and County of Honolulu have pledged their commitment to slow traffic near schools; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the Senate concurring, that the Department of Transportation and the Department of Transportation Services of the City and County of Honolulu are urged to construct elevated crosswalks for pedestrian safety along Meheula Parkway near Mililani High School; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Mayor of the City and County of Honolulu, Superintendent of Education, Principal of Mililani High School, Principal of Mililani Waena Elementary, Director of Transportation Services of the City and County of Honolulu, Chairperson of the Mililani-Waipio-Melemanu Neighborhood Board, Chairperson of the Mililani Mauka/Launani Valley Neighborhood Board, and Property Manager of Mililani Town Center.
