4545 WHEREAS, Patsy T. Mink Central Oahu Regional Park is a 269 acre public park located in Waipio, Oahu, and operated by the City and County of Honolulu Department of Parks and Recreation; and WHEREAS, the Patsy T. Mink Central Oahu Regional Park was opened in 2001 as the Central Oahu Regional Park and was renamed after United States Representative Patsy T. Mink in 2007; and WHEREAS, the park complex includes a tennis center with twenty courts, the K. Mark Takai Veterans Memorial Aquatic Center, four youth baseball diamonds, four regulation size baseball diamonds, a four diamond softball complex, other multipurpose fields, and a twenty-lane archery range; and WHEREAS, in March 2021 the park complex added a 12,800 square-foot dog park; and WHEREAS, the park complex is a globally recognized recreation facility that hosts various national and international sporting events; and WHEREAS, aspects of the park complex have fallen under disrepair, including broken water fountains, overgrown grass, and trash accumulation; and WHEREAS, volunteers have conducted certain repairs and maintenance around the park complex; and WHEREAS, in October 2022, the Department of Parks and Recreation completed a park complex field maintenance proposal, which outlines certain maintenance issues and proposes new preferred practices to enhance the life, use, and enjoyment of everyone that uses the park complex; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the Senate concurring, that the City and County of Honolulu Department of Parks and Recreation is urged to conduct necessary repairs and maintenance of facilities located at Patsy T. Mink Central Oahu Regional Park; and BE IT FURTHER RESOLVED that the City and County of Honolulu is requested to act on the existing Department of Parks and Recreation Park complex field maintenance proposal; and BE IT FURTHER RESOLVED that the Department of Parks and Recreation is urged to reimburse volunteers, who have conducted repairs and maintenance at the park complex; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu, Chair of the Honolulu City Council, and Director of the Department of Parks and Recreation of the City and County of Honolulu.
