47 | 47 | | SECTION 1. The twentieth senatorial district encompasses Ewa Beach, Ocean Pointe, Ewa By Gentry, Iroquois Point, and a portion of Ewa Villages. The purpose of this Act is to appropriate funds for capital improvement projects in the twentieth senatorial district. SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $105,920,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of financing capital improvement projects for the twentieth senatorial district, as follows: 1. To be expended by the department of transportation: Fort Weaver road, Oahu Construction related to road improvements and extension of Keaunui drive to Renton road. Construction $34,000,000 Total funding $34,000,000 2. To be expended by the university of Hawaii: University of Hawaii, West Oahu, Oahu Construction related to campus improvements. Construction $10,000,000 Total funding $10,000,000 3. To be expended by the department of education: A. James Campbell high school, Oahu Construction for an athletic complex, including locker room under bleachers, fitness and weight room, relocated play courts, ground and site improvements; equipment and appurtenances; and alternatives: concession stand, restroom, and visitors' bleachers. Construction, equipment, and Appurtenances $16,000,000 Total funding $16,000,000 B. Ilima intermediate school, Oahu Design and construction for a new sixth grade building, including a performing arts center auditorium; associated parking facility and parking-related improvements; ground and site improvements; equipment and appurtenances. Design $ 2,000,000 Construction, equipment, and appurtenances $33,000,000 Total funding $35,000,000 C. Iroquois Point elementary school, Oahu Plans, design, and construction of a playground cover or awning. Plans $ 10,000 Design $ 10,000 Construction $100,000 Total funding $120,000 D. Pohakea elementary school, Oahu Plans, design, and construction of an outdoor performance stage area; ground and site improvements. Plans $ 500,000 Design $ 500,000 Construction $4,000,000 Total funding $5,000,000 E. Keoneula elementary school, Oahu School-wide renovations for aging campus, ground and site improvements, equipment, and appurtenances. Construction $1,000,000 Total funding $1,000,000 F. Ewa Beach elementary school, Oahu Plans, design, and construction for a covered outdoor recreational classroom and educational facility. Plans $ 400,000 Design $ 400,000 Construction $4,000,000 Total funding $4,800,000 SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date. SECTION 4. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the designated expending agency for the purposes of this Act. SECTION 5.
