4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47- SECTION 1. Chapter 141, Hawaii Revised Statutes, is amended by adding a new section to part IV to be appropriately designated and to read as follows: "§141- Aquaculture advisory committee. (a) There is established an aquaculture advisory committee within the office of the chairperson of the board of agriculture for administrative purposes. The purpose of the advisory committee is to provide expert and credible guidance for supporting and strengthening aquaculture throughout the State. (b) The advisory committee shall consist of eleven members who are experienced in aquaculture, to include a cross section of aquaculture producers, researchers, extension, investors, and seafood wholesalers, distributors, and restaurant sector representatives, appointed by the governor based on recommendations from chairperson of the board of agriculture. The terms of advisory committee members shall be two years unless extended on a case-by-case basis by a majority vote of the advisory committee. (c) The advisory committee shall be subject to chapter 92 and shall meet at least quarterly to review the status of the State's aquaculture industry, and shall make recommendations to the chairperson of the board of agriculture on at least an annual basis. The advisory committee may meet and subsequently make recommendations at additional times as determined by a majority of the members. (d) The department of agriculture shall provide administrative support to the advisory committee." SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment of the aquaculture advisory committee. The sums appropriated shall be expended by the department of agriculture for the purposes of this Act. SECTION 3. New statutory material is underscored. SECTION 4. This Act shall take effect on July 1, 2023.
