The director of finance is authorized to issue general obligation bonds in the sum of $86,830,757 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the ninth senatorial district, as follows: 1. Aina Haina Elementary A. Surfacing, lining, curbing, fencing, and landscaping of mauka gravel lot to a parking lot. Design and construction $900,000 Total funding $900,000 B. Air-conditioning for campus. Construction and equipment $150,000 Total funding $150,000 C. Multi-purpose office and health room makai adjacent to administration building. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date. SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act as follows: (1) The sums appropriated in items 1, 3, 4, 5, 6, 7, 8, 9, and 11 shall be expended by the department of education; (2) The sums appropriated in item 2 shall be expended by the department of land and natural resources; and (3) The sum appropriated in item 10 shall be expended by the University of Hawaii.
