NO. 144 THIRTY-SECOND LEGISLATURE, 2023 STATE OF HAWAII SENATE CONCURRENT RESOLUTION requesting that directors of finance of each county waive, for a certain period, payment of any outstanding tow, storage, or other charge, fee, or fine owed to the county in accordance with chapter 290, Hawaii Revised Statutes. WHEREAS, motor vehicle abandonment in the State has become an epidemic; and WHEREAS, traffic congestion in Hawaii consistently ranks as among the worst in the nation and is made worse by the presence of abandoned motor vehicles on the State's roadways; and WHEREAS, the high cost of motor vehicle registration fees and weight taxes contributes significantly to the abandonment of motor vehicles in the State; and WHEREAS, temporarily waiving certain outstanding abandoned motor vehicle charges, fees, and fines would help to reduce the rate of motor vehicle abandonment, and unregistered motor vehicle use, in the State; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the directors of finance of each county are requested to waive, for a period not to exceed one year after the subject charge, fee, or fine becomes due and payable, payment of any outstanding tow, storage, or other charge, fee, or fine owed to the county in accordance with chapter 290, Hawaii Revised Statutes; and BE IT FURTHER RESOLVED that the directors of finance of each county are requested to exclude from these waivers any tow, storage, or other charge, fee, or fine incurred for a vehicle deemed to be a derelict vehicle pursuant to section 290-8, Hawaii Revised Statutes; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Finance of the County of Hawaii, Director of Finance of the City and County of Honolulu, Director of Finance of the County of Kauai, and Director of Finance of the County of Maui.
