3737 REQUESTING THE OFFICE OF PLANNING AND SUSTAINABLE DEVELOPMENT TO CONVENE A MULTIAGENCY WORKING GROUP TO IDENTIFY sites that have the collective capacity to accommodate ten thousand new homes per year, for the next fifty years.

43- WHEREAS, the Hawaii State Planning Act's Objectives and Policies for Socio-Cultural Advancement -- Housing, section 226-19, Hawaii Revised Statutes, provides that planning for housing shall be directed toward providing greater opportunities for Hawaii's people to secure reasonably priced, safe, sanitary, and livable homes located in suitable environments that accommodate the needs of families and individuals through collaboration and cooperation between government, nonprofit, and for-profit developers to ensure the availability of more rental and for-sale affordable housing; and WHEREAS, the Hawaii State Planning Act requires the State to promote design and location of housing developments taking into account the physical setting, accessibility to public facilities and services, and other concerns of existing communities and surrounding areas; and WHEREAS, the Hawaii Housing Finance and Development Corporation, Hawaii Community Development Authority, Hawaii Public Housing Authority, and Office of Planning and Sustainable Development work closely to coordinate the provision of housing to the extent allowed by constrained resources of urban-designated land, capital, subsidies, incentives, and market demand; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the Office of Planning and Sustainable Development is requested to convene a multiagency working group to identify sites that have the collective capacity to accommodate ten thousand new homes per year, for the next fifty years; and BE IT FURTHER RESOLVED that the working group is requested to include the Chief Housing Officer of the Office of the Governor and representatives from the Hawaii Housing Finance and Development Corporation, Hawaii Community Development Authority, Hawaii Public Housing Authority, and Office of Planning and Sustainable Development; and BE IT FURTHER RESOLVED that the working group is requested to submit its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Chief Housing Officer of the Office of the Governor; Director of the Office of Planning and Sustainable Development; and Executive Directors of the Hawaii Housing Finance and Development Corporation, Hawaii Community Development Authority, and Hawaii Public Housing Authority.
