37-URGING THE PUBLIC WORKS DIVISION OF THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES IN COLLABORATION WITH THE STADIUM AUTHORITY TO PROCURE A DEVELOPER TO DESIGN, BUILD, OPERATE, AND MAINTAIN THE NEW ALOHA STADIUM FACILITY.

43- WHEREAS, in December 2020, the Stadium Authority announced that it would close Aloha Stadium indefinitely in preparation for a new stadium facility; and WHEREAS, Act 248, Session Laws of Hawaii 2022, appropriated $350,000,000 in general obligation bonds and $50,000,000 of general funds for the development of the New Aloha Stadium Entertainment District; and WHEREAS, the Stadium Authority finalized the environmental impact statement for the New Aloha Stadium Entertainment District in September 2022; and WHEREAS, the Stadium Authority issued two requests for proposal, one for the design, construction, financing, and maintenance of the new stadium facility, and the second for development of the New Aloha Stadium Entertainment District, concurrently procured by a separate two-stage procurement process that involves a master developer partner and a commercial development partner for the initial development of the parcel; and WHEREAS, the revenues generated from the development of the New Aloha Stadium Entertainment District are intended to finance the new stadium facility; and WHEREAS, any delay in the development of the New Aloha Stadium Entertainment District would require larger availability payments, or long-term regular payments from the government to the private consortium that designs, builds, finances, operates, and maintains the new stadium facility, as there would be no ongoing revenue stream from the New Aloha Stadium Entertainment District; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the Public Works Division of the Department of Accounting and General Services in collaboration with the Stadium Authority is urged to procure a developer to design, build, operate, and maintain the new stadium facility; and BE IT FURTHER RESOLVED that the Public Works Division of the Department of Accounting and General Services is urged to include the development of the New Aloha Stadium Entertainment District in the scope of its public-private partnership contract with the developer; and BE IT FURTHER RESOLVED that in preparing the solicitation with the developer for the design, construction, operation, and maintenance of the new stadium facility and the solicitation for the development of the New Aloha Stadium Entertainment District, the Public Works Division is urged to evaluate the procurement of the San Diego State University Mission Valley Site Development and San Diego Snapdragon Stadium, which includes the redevelopment of a stadium as well as the construction of mixed-used residential units; and BE IT FURTHER RESOLVED that the Public Works Division of the Department of Accounting and General Services and the Stadium Authority are requested to immediately accelerate the request for proposal and submit a preliminary procurement report of its findings and recommendations to the Legislature on or before June 30, 2023; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Public Works Administrator and Chairperson of the Stadium Authority.
