4141 WHEREAS, systemic prejudice can be observed in certain resident communities in the State, including Kaaawa, Hauula, and Laie, where requests for infrastructural improvements and maintenance are often overlooked or ignored; and WHEREAS, affluent coastal communities, including Waikiki, Kahala, and Hawaii Kai, are continuously maintained and improved; and WHEREAS, the effects of climate change have created new challenges throughout the State, not just in those areas that are primarily home to Native Hawaiians and lifelong residents; and WHEREAS, Governor Green has declared a housing crisis; and WHEREAS, the lack of improvements and infrastructure surrounding the State's coastal communities will contribute to increased houselessness throughout the State; and WHEREAS, tourism helps to drive Hawaii's economy; and WHEREAS, the lack of improvements and maintenance along the windward coast threatens to impair residents' and tour companies' access to popular destinations, including the Polynesian Cultural Center; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Department of Transportation is requested to improve and regularly maintain the infrastructure, including roads, located in and between Kualoa and Laie on the island of Oahu to ensure that the State's local generational communities are maintained in perpetuity; and BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Transportation.
