43	43	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47	47	SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $68,924,709 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the thirteenth representative district, as follows: 1. Hāna high and elementary school Plans and construction for an amphitheater/auditorium. Plans $50,000 Construction $5,000,000 Total funding $5,050,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Hāna high and elementary school Plans and construction for girls/boys locker room area at the upper girls softball field. Plans $50,000 Construction $800,000 Total funding $850,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Hāna high and elementary school Plans and construction for multipurpose athletic field for football and baseball teams. Plans $300,000 Construction $1,000,000 Total funding $1,300,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Kilohana elementary school Equipment and appurtenances for playground equipment. Equipment $172,000 Total funding $172,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Kilohana elementary school Plans, design, construction, and equipment and appurtenances for clearing of land north of school property for health and safety, to create outdoor learning and recreational spaces, and to provide safe access to the area for all students and staff and a covered structure for emergency drills and outdoor learning. Kualapuu school Plans for upgrading of night lights, security camera system, and alarm; replacement of fencing and securing of campus perimeter; and security for classroom windows and doors. Lānai high and elementary school Construction for basketball court, tennis courts, and field (phases 1 through 4 of the P-20 campus plan). Construction $3,052,709 Total funding $3,052,709 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Lānai high and elementary school Construction for teacher housing to minimize housing shortage that limits the staff that can be recruited to fill vacancies. Lānai high and elementary school Equipment and appurtenances for building M's new compressor. Lānai high and elementary school Equipment and appurtenances for gym floor and gym and building M/N roof renovations. Lānai high and elementary school Equipment and appurtenances for school-wide painting. Equipment $1,500,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 12. Molokai high school Construction and equipment and appurtenances for gymnasium renovations, including exterior paint, gym roof/vent repair, resurfacing of gym floors, and replacement of bleachers. Construction $550,000 Equipment $350,000 Total funding $900,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 13. Molokai middle school Construction for baseyard for storage, trailer, vehicle, and equipment and supplies. Construction $1,000,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 14. Molokai middle school Construction for drop-off and pick-up area. Construction $5,000,000 Total funding $5,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 15. Molokai middle school Construction for four portable classrooms to be used for physical education/health, physical education/guidance, art, and health instruction. Molokai middle school Construction for graded multipurpose field. Construction $4,000,000 Total funding $4,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 17. Molokai middle school Construction for physical education locker rooms. Construction $10,000,000 Total funding $10,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 18. Molokai middle school Construction for physical education, art, UPLINK programs, athletics, STEM robotics, host school, or community events. Construction $6,000,000 Total funding $6,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 19. Makolelau land acquisition Land for approximately five hundred six acres in the Makolelau watershed in south Molokai to protect native forest and water resources. Land $650,000 Total funding $650,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 20. Lānai air traffic control tower Construction for air traffic control tower. Construction $2,000,000 Total funding $2,000,000 The sum appropriated for this capital improvement project shall be expended by the department of transportation. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
