A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-fifth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $161,550,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the forty-fifth representative district, as follows: 1. Leihoku elementary school Design and construction for covered walkways throughout the campus; ground and site improvements; equipment and appurtenances. Design $210,000 Construction $490,000 Total funding $700,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Leihoku elementary school Design and construction for parking lot expansion. Design $150,000 Construction $350,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Waianae elementary school Design and construction for a covered play court; ground and site improvements; equipment and appurtenances. Design $600,000 Construction $1,400,000 Total funding $2,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Waianae elementary school Plans, design, construction, and equipment and appurtenances for parking lot expansion. Plans $62,500 Design $250,000 Construction $875,000 Equipment $62,500 Total funding $1,250,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Waianae high school Design and construction for a multipurpose sports facility. Waianae high school Design and construction for a rubberized all-weather track. Waianae high school Design and construction for a Waianae cultural center. Pokai bay Design and construction for repair of three coastline jetties. Design $1,125,000 Construction $3,375,000 Total funding $4,500,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 14. Waianae small boat harbor Design and construction for asphalt pavement and drainage improvements for the dirt parking area near harbor entrance. Design $100,000 Construction $900,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 15. Waianae small boat harbor Design and construction for repair of damage to the main loading dock at the harbor. Design $200,000 Construction $500,000 Total funding $700,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 16. Farrington highway Design and construction for building a pedestrian walk bridge above the highway. Design $4,500,000 Construction $10,500,000 Total funding $15,000,000 The sum appropriated for this capital improvement project shall be expended by the department of transportation. 17. Farrington highway Plans, land, design, construction, and equipment and appurtenances for the extension of the fifth lane to widen the highway; creation of a parallel route for the Waianae coast; extension of Paakea road; and other traffic improvements. Plans $1,500,000 Land $1,000,000 Design $1,500,000 Construction $20,000,000 Equipment $1,000,000 Total funding $25,000,000 The sum appropriated for this capital improvement project shall be expended by the department of transportation. 18. Kamaile Academy public charter school Design and construction for installation of air conditioning systems in the cafeteria, library, and administrative buildings; ground and site improvements; equipment and appurtenances. Design $330,000 Construction $1,370,000 Total funding $1,700,000 The sum appropriated for this capital improvement project shall be expended by the state public charter school commission. 19. Kamaile Academy public charter school Design and construction for installing campus playground, additional parking, irrigation system, and fencing; grade and condition the soil; ground and site improvements; equipment and appurtenances. Design $80,000 Construction $1,120,000 Total funding $1,200,000 The sum appropriated for this capital improvement project shall be expended by the state public charter school commission. 20. Kamaile Academy public charter school Plans, design, and construction for 10-classroom building in place of four existing portables. Plans $1,250,000 Design $4,350,000 Construction $14,400,000 Total funding $20,000,000 The sum appropriated for this capital improvement project shall be expended by the state public charter school commission. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
