47- SECTION 1. The legislature finds that the materials or core curricula that districts choose for reading instructions greatly impact student learning and teacher practice. High-quality instructional materials are aligned to the science of reading and to the respective state's standards. Investing in and adopting high-quality instructional materials give teachers access to quality content and quality assignments, significantly reducing the need for teachers to search for lower quality and sometimes disconnected assignments online. To ensure the quality and continuity of students' core instructional experiences, the department of education has committed to ensuring that all public schools implement a comprehensive instructional program that reflects research based instructional strategies and addresses all or nearly all of the English language arts standards, encompassing phonemic awareness, phonics, fluency, vocabulary, and comprehension. Accordingly, the purpose of this Act is to require the department of education to work with the board of education to create a public digital platform by the 2027-2028 school year that shows how schools statewide are adopting high-quality instructional materials for K-12 English language arts. SECTION 2. The department of education shall work with the board of education to create a public digital dashboard by the 2027-2028 school year that shows how schools statewide are adopting high-quality instructional materials for K-12 English language arts. The department of education shall consider the following priorities for the digital platform: (1) Modeling the dashboard on the digital curriculum visualization tools used in other states; (2) Providing a legend for curriculum rating based on current reviews of K-12 instructional materials from EdReports or a comparable source; (3) Ensuring that families can easily navigate the dashboard and filter results by school; (4) Updating the dashboard each school year and noting changes from the previous year; and (5) Providing non-digital alternative access to families. SECTION 3. This Act shall take effect on July 1, 3000.
