47 | | - | SECTION 1. (a) There shall be established within the department of health a three-year pilot program for hiring process improvement. The hiring process improvement pilot program shall innovate with efficiencies intended to streamline and shorten the hiring process and to make recommendations. (b) The hiring process improvement pilot program shall include the recruitment for all unique and non-unique position classifications within the department of health for which the department of health requests or has received delegation. (c) During the course of the hiring process improvement pilot program: (1) Internal recruitment shall be conducted prior to external recruitment; (2) External recruitment postings shall indicate that all complete applications received shall be considered by the hiring program, but not all will be offered interviews; (3) The department of health's human resource office shall not review minimum qualifications and shall send all complete applications received to the hiring process improvement pilot program; (4) The hiring process improvement pilot program shall offer interviews to at least four of the most qualified applicants based on review of the written applications or to all of the applicants if less than four; (5) Upon completion of interviews and rank-ordering of applicants, the hiring process improvement pilot program shall send the names of selected candidates to the department of health's human resource office, whose staff shall verify whether the selected candidates meet minimum qualifications; (6) The hiring process improvement pilot program may extend a job offer to a selected candidate only upon confirmation by the department of health's human resource office that the selected candidate has met the minimum qualifications for the job; (7) If the review by the department of health's human resource office determines that a selected candidate's application does not meet minimum qualifications or if it is appropriate to reject the application based on other criteria in section 14-3.01-11, Hawaii Administrative Rules, the hiring process improvement pilot program shall not hire its first-choice applicant and may select the next highest scoring applicant who the department of health's human resource office has confirmed has met the minimum qualifications; and (8) The hiring process improvement pilot program shall notify any applicant whose application has been rejected and any applicant whose application was not rejected but who were not selected for the position, of their non-selection; provided that notice to any applicant whose application was rejected shall include the cause or causes for rejection. (d) The department of health shall ensure non-discriminatory hiring practices are being maintained and be responsible for responding to related administrative review, internal complaints, merit appeals board, and grievance matters. (e) The department of health shall submit a report of its findings and recommendations on the hiring process improvement pilot program, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2027. The report shall include at minimum: (1) The administration, efficacy, and production of the hiring process improvement pilot program; and (2) Recommendations on the direction of the hiring process improvement pilot program. SECTION 2. In accordance with section 9 of article VII of the Hawaii State Constitution and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in Act 164, Regular Session of 2023, and this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $ or per cent. This current declaration takes into account general fund appropriations authorized for fiscal year 2024-2025 in Act 164, Regular Session of 2023, and this Act only. The reasons for exceeding the general fund expenditure ceiling are that: (1) The appropriation made in this Act is necessary to serve the public interest; and (2) The appropriation made in this Act meets the needs addressed by this Act. SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment and operation of the hiring process improvement pilot program, including the hiring of full-time equivalent ( FTE) positions. The sum appropriated shall be expended by the department of health for the purposes of this Act. SECTION 4. This Act shall take effect on July 1, 2491. |

(b) The office of process improvement shall conduct process and efficiency evaluations for various offices and agencies and make recommendations, including any proposed legislation or rulemaking, for process improvement. The office shall initially conduct a review of the department of human resources development's hiring practices against normative standards, as applicable, and thereafter may receive requests from the governor to conduct a review of state departments, agencies, offices, or programs. (c) The office of process improvement shall be headed by a process improvement expert, who shall be equivalent to a Lean Six Sigma black belt, and consist of a certified change manager and an administrator. (d) The office may contract additional positions as needed. (e) The office of the governor shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2027. The report shall include at minimum: (1) The administration, efficacy, and production of the pilot program; (2) Recommendations on the direction of the pilot program; (3) Number and types of requests received; and (4) Summaries of evaluations completed. SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2024-2025 to establish and operate the office of process improvement pilot program, including the hiring of full-time equivalent ( FTE) positions. The sum appropriated shall be expended by the office of the governor for the purposes of this Act. SECTION 3. In accordance with section 9 of article VII of the Hawaii State Constitution and sections 37‑91 and 37‑93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in H.B. The combined total amount of general fund appropriations contained in only these two Acts will cause the state general fund expenditure ceiling for fiscal year 2024‑2025 to be exceeded by $ or per cent. The reasons for exceeding the general fund expenditure ceiling are that: (1) The appropriation made in this Act is necessary to serve the public interest; and (2) The appropriation made in this Act meets the needs addressed by this Act. SECTION 4. This Act shall take effect on July 1, 3000. |
