A BILL FOR AN ACT
RELATING TO MEETINGS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 92-2, Hawaii Revised Statutes, is amended as follows: 1. By amending the definitions of "board" and "board business" to read: ""Board" means any agency, board, commission, authority, [or] committee, or policymaking group of the State or its political subdivisions [which] that is created by [constitution,] any constitutional provision, statute, rule, [or] executive order, or emergency proclamation, to have supervision, control, jurisdiction, [or] advisory power, or policymaking responsibilities over specific matters and [which] that is required or requested to conduct meetings and to take official actions[.], including the creation of policies or policy recommendations. "Board business" means specific matters over which a board has supervision, control, jurisdiction, [or] advisory power, or policymaking responsibilities that are actually pending before the board, or that can be reasonably anticipated to arise before the board in the foreseeable future." 2. By amending the definition of "meeting" to read: ""Meeting" means the convening of a board for which a quorum is required in order to make a decision or to deliberate toward a decision upon a matter over which the board has supervision, control, jurisdiction, [or] advisory power[.], or policymaking responsibilities." SECTION 2. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date. SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored. SECTION 4. This Act shall take effect on July 1, 2024. INTRODUCED BY: _____________________________
