4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $28,625,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the forty-ninth representative district, as follows: 1. Benjamin Parker elementary school, Oahu Design and construction for covered student pickup and drop off area to address safety issues. Design $75,000 Construction $350,000 Total funding $425,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Benjamin Parker elementary school, Oahu Design and construction for new elevator to join and provide access to three adjacent buildings. Design $65,000 Construction $450,000 Total funding $515,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Castle high school, Oahu Design and construction for agriculture farm expansion to accommodate increased ideas into farm education. Design $100,000 Construction $5,900,000 Total funding $6,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Castle high school, Oahu Design and construction for replacement of retaining wall at mauka hillside of football field. Design $80,000 Construction $600,000 Total funding $680,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Castle high school, Oahu Design and construction for theater seating and lighting replacement and other improvements. Heeia elementary school, Oahu Design and construction for covered walkway to connect building D to P1, P2, and P3. Kaneohe elementary school, Oahu Design, construction, and equipment and appurtenances for cafeteria expansion to provide covered dining for upper grades. Design $60,000 Construction $450,000 Equipment $30,000 Total funding $540,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Kaneohe elementary school, Oahu Design, construction, and equipment and appurtenances for lower parking lot expansion and other improvements, including relocation of existing basketball court. Design $80,000 Construction $690,000 Equipment $10,000 Total funding $780,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 9. King intermediate, Oahu Design and construction for gym improvements to address termites in floors, broken bleachers, and broken basketball hoops. Design $60,000 Construction $450,000 Total funding $510,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 10. King intermediate, Oahu Design and construction for landscaping improvements to address tree overgrowth next to neighboring properties. Design $60,000 Construction $500,000 Total funding $560,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 11. Hawaii state hospital, Oahu Design and construction for renovations of Bishop building for use as a skilled nursing facility with on-site parking. Design $1,500,000 Construction $11,000,000 Total funding $12,500,000 The sum appropriated for this capital improvement project shall be expended by the department of health. 12. Hawaii state hospital, Oahu Design, construction, and equipment and appurtenances for bed expansion for Guensberg and Bishop buildings. Design $1,000 Construction $4,198,000 Equipment $1,000 Total funding $4,200,000 The sum appropriated for this capital improvement project shall be expended by the department of health. 13. Hawaii state hospital, Oahu Design, construction, and equipment and appurtenances for repairs to chilled water line and related improvements. Design $1,000 Construction $598,000 Equipment $1,000 Total funding $600,000 The sum appropriated for this capital improvement project shall be expended by the department of health. 14. Hawaii state hospital, Oahu Design, construction, and equipment and appurtenances for upgrades to fire alarm panel and related improvements. Design $1,000 Construction $358,000 Equipment $1,000 Total funding $360,000 The sum appropriated for this capital improvement project shall be expended by the department of health. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
