A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-fourth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $56,810,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the forty-fourth representative district, as follows: 1. Kapolei high school Design and construction for the installation of field turf for softball and baseball athletic fields. Design $500,000 Construction $7,500,000 Total funding $8,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Nānākuli elementary school Construction for the renovation of staff bathrooms in B building and C building, both upstairs and downstairs. Construction $200,000 Total funding $200,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Nānākuli elementary school Construction for the resurfacing of the front parking lot. Construction $750,000 Total funding $750,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Nānākuli elementary school Construction for the resurfacing of the hillside at back of the basketball courts. Construction $350,000 Total funding $350,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Nānākuli elementary school Equipment and appurtenances for the replacement of vandalized cameras with new and higher quality cameras. Equipment $50,000 Total funding $50,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Nānākuli elementary school Equipment and appurtenances for the upper field and installation of a sprinkler system. Equipment $500,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Nānākuli high and intermediate school Design, construction, and equipment, and appurtenances for a performing arts center at Nānākuli high and intermediate school. Design $5,000,000 Construction $34,000,000 Equipment $1,000,000 Total funding $40,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Ka Waihona o ka Naauao public charter school Construction for an emergency access road for emergency and safety purposes. Construction $200,000 Total funding $200,000 The sum appropriated for this capital improvement project shall be expended by the state public charter school commission. 9. Ka Waihona o ka Naauao public charter school Construction for protective covering for outdoor sports areas and classroom spaces to create additional instruction areas for students. Construction $150,000 Total funding $150,000 The sum appropriated for this capital improvement project shall be expended by the state public charter school commission. 10. Ka Waihona o ka Naauao public charter school Construction for repairs and maintenance of buildings and structures on school site. Construction $5,000,000 Total funding $5,000,000 The sum appropriated for this capital improvement project shall be expended by the state public charter school commission. 11. Ka Waihona o ka Naauao public charter school Construction for roofs repairs for approximately twenty-three buildings. Construction $1,610,000 Total funding $1,610,000 The sum appropriated for this capital improvement project shall be expended by the state public charter school commission. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
