A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Fifteenth, SIXTEENTH, and seventeenth REPRESENTATIVE DISTRICTs.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $181,695,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the fifteenth, sixteenth, and seventeenth representative districts, as follows: 1. Lihue, Kauai land acquisition Land for land acquisition of 1,080 acres in Lihue, Kauai, Tax Map Key: (4)3-8-018-001. Land $43,000,000 Total funding $43,000,000 The sum appropriated for this capital improvement project shall be expended by the agribusiness development corporation. 2. Lihue, Kauai land acquisition Land for land acquisition of 1,135 acres in Lihue, Kauai, Tax Map Key: (4)3-8-018-001. Land $45,000,000 Total funding $45,000,000 The sum appropriated for this capital improvement project shall be expended by the agribusiness development corporation. 3. Lihue, Kauai, land acquisition Land for land acquisition of 620 acres in Lihue, Kauai, Tax Map Key: (4)3-8-018-001. Land $25,000,000 Total funding $25,000,000 The sum appropriated for this capital improvement project shall be expended by the agribusiness development corporation. 4. Waimea, Kauai land acquisition Land for land acquisition of 208.872 acres in Waimea, Kauai, various Tax Map Keys. Land $6,295,000 Total funding $6,295,000 The sum appropriated for this capital improvement project shall be expended by the agribusiness development corporation. 5. Hanapepe stadium park, Kauai Design, construction, and equipment and appurtenances for renovation and resurfacing of tennis courts at Hanapepe stadium park; provided that partial matching funds be provided by the county of Kauai. Design $50,000 Construction $1,800,000 Equipment $50,000 Total funding $1,900,000 The sum appropriated for this capital improvement project shall be expended by the county of Kauai. 6. Kekaha Faye park, Kauai Design, construction, and equipment and appurtenances for renovation and resurfacing of tennis courts at Kekaha Faye park; provided that partial matching funds be provided by the county of Kauai. Design $50,000 Construction $900,000 Equipment $50,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the county of Kauai. 7. Kuhio highway, Kauai Construction for Kuhio highway (Hardy-Oxford) 18-inch main replacement. Construction $1,000,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the county of Kauai. 8. Wailua-Kapaa water system, Kauai Construction for Kapaa homesteads 313' tanks, 1.0 MG (two - 0.5 MG tanks). Construction $9,000,000 Total funding $9,000,000 The sum appropriated for this capital improvement project shall be expended by the county of Kauai. 9. Wailua-Kapaa water system, Kauai Design and construction for Kapaa homesteads well No. 4 site development and connecting pipeline - design-build. Design $500,000 Construction $4,300,000 Total funding $4,800,000 The sum appropriated for this capital improvement project shall be expended by the county of Kauai. 10. Waimea athletic field, Kauai Design and construction for resurfacing of basketball courts at Waimea athletic field. Design $100,000 Construction $300,000 Total funding $400,000 The sum appropriated for this capital improvement project shall be expended by the county of Kauai. 11. Kapaa high school, Kauai Plans, design, construction, and equipment and appurtenances for track and field upgrades. Plans $5,000,000 Design $2,500,000 Construction $18,500,000 Equipment $7,500,000 Total funding $33,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 12. Lihue public tennis courts Construction for reconstruction of Lihue public tennis courts, including fencing, tennis nets, resurfacing, and striping. Construction $950,000 Total funding $950,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 13. Lihue-Koloa forest reserve, Kauai Construction for Kuamoo trail and bridge repairs in Nounou forest reserve. Construction $100,000 Total funding $100,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 14. Lihue-Koloa forest reserve, Kauai Construction for road and infrastructure improvements in Lihue-Koloa forest reserve. Construction $500,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 15. Na Pali-Kona forest reserve, Kauai Plans, design, and construction for Kawaikoi stream and Waikoali stream crossing repairs and improvements in the Na Pali-Kona forest reserve. Plans $500,000 Design $500,000 Construction $4,000,000 Total funding $5,000,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 16. Wailua river state park, Kauai Plans, design, and construction for the master plan for the Wailua river state park, including a management plan, facilities and infrastructure improvements, and dredging the marina. Plans $750,000 Design $500,000 Construction $3,000,000 Total funding $4,250,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
