A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURAL LEASES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

      SECTION 1.  (a)  The department of agriculture shall conduct a study on the requirements and restrictions related to the department's dispositions of non-agricultural park lands.      (b)  The study shall consider but not be limited to the following:      (1)  Increasing the availability of affordable agricultural land for new or beginning farmers;      (2)  Revoking leases of lands that are not being actively farmed or not generating sufficient income from agricultural production;      (3)  Recapturing any windfalls from transfers of leases; and      (4)  Other issues related to maximizing the benefit to the State of agricultural lands and helping the State achieve its economic and food production goals.      (c)  The department of agriculture shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2025.      SECTION 2.  This Act shall take effect on July 1, 3000.
