A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Nineteenth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $74,915,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the nineteenth representative district, as follows: 1. Aina Haina elementary school Construction for paving the mauka lot outside of the back cattle gate for parking. Construction $800,000 Total funding $800,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Aina Haina elementary school Construction for fence surrounding the campus. Construction $150,000 Total funding $150,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Aina Haina elementary school Equipment and appurtenances for air conditioning for campus classrooms and staff meeting areas. Equipment $300,000 Total funding $300,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Aina Haina elementary school Equipment and appurtenances for the electrical upgrade of the campus. Equipment $900,000 Total funding $900,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Aina Haina elementary school Construction for a multipurpose office and health room adjacent to the administration building on the makai side. Construction $1,500,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Hahaione elementary school Design and construction for a covered play court. Design $900,000 Construction $2,100,000 Total funding $3,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Hahaione elementary school Design and construction for an all-weather fitness trail around the perimeter of school property. Design $500,000 Construction $1,500,000 Total funding $2,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Hahaione elementary school Design and construction for heat abatement and air conditioning improvements for forty classrooms. Design $200,000 Construction $800,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 9. Kaiser high school Design, construction, and equipment and appurtenances for school-wide outdoor and indoor paging to replace outdoor speakers and indoor phones and add an audio bell system. Design $175,000 Construction $1,000,000 Equipment $325,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 10. Kaiser high school Design and construction for the performing arts and visual arts complex, including a one thousand two hundred seat auditorium with a stage to seat three hundred musicians; film production and broadcast studio; scene shop; science, technology, engineering and mathematics innovation space; dance studio; art gallery; and graphic arts classroom. Design $7,750,000 Construction $44,250,000 Total funding $52,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 11. Kaiser high school Design and construction for modernizing the swimming pool stadium, including installing chemical and filtration equipment, spalling, converting existing light towers and underwater lighting to LED, and installing hand railings to bleachers. Design $345,000 Construction $2,300,000 Total funding $2,645,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 12. Kaiser high school Design and construction for erosion control at Kaiser stadium's west light towers and the fencing, softball, and baseball venues. Design $120,000 Construction $800,000 Total funding $920,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 13. Kaiser high school Design and construction for installing hand railings onto Kaiser stadium bleachers. Design $150,000 Construction $800,000 Total funding $950,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 14. Kaiser high school Design, construction, equipment and appurtenances for weightroom modernization, including expansion of the existing weightroom and replacing weight training equipment. Design $250,000 Construction $1,000,000 Equipment $250,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 15. Kaimuki middle school Design and construction for science, technology, engineering, and mathematics lab improvements to create robotics and drone work labs. Design $200,000 Construction $600,000 Total funding $800,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 16. Kaimuki middle school Design and construction for creating a commercial kitchen space to provide a food lab in the science, technology, engineering, and mathematics lab. Design $20,000 Construction $180,000 Total funding $200,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 17. Kaimuki middle school Equipment and appurtenances for replacement of twenty-five cafeteria tables. Equipment $50,000 Total funding $50,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 18. Niu Valley middle school Construction for repaving and covering the basketball courts to create an outdoor assembly area. Construction $1,900,000 Total funding $1,900,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 19. Aina Haina library Construction for electric rewiring of the library building to increase capacity for public computers, patrons laptop plug-in areas, and additional electrical equipment not being used due to maxed out capacity. Construction $1,000,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the Hawaii state public library system. 20. Kalauhaihai fishpond Construction and equipment and appurtenances for the Kalauhaihai fishpond to restore fresh artesian water, including ground and site improvements. Construction $1,299,000 Equipment $1,000 Total funding $1,300,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 21. Papahehi place Construction for repaving Papahehi place in Kuliouou. Construction $500,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the Hawaii housing finance and development corporation. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
