37	37	relating to capital improvement projects for the benefit of THE Forty-sixth REPRESENTATIVE DISTRICT.

43	43	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47	47	SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $20,700,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the forty-sixth representative district, as follows: 1. Kaala elementary school Design and construction for electrical upgrades to accommodate technology and innovation needs. Design $500,000 Construction $4,500,000 Total funding $5,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Kaala elementary school Design, construction, and equipment and appurtenances for a covered playcourt for year-round student fitness. Design $550,000 Construction $3,500,000 Equipment $250,000 Total funding $4,300,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Wahiawa elementary school Design and construction for electrical upgrades to accommodate air-conditioning systems and technology innovation equipment. Design $100,000 Construction $1,000,000 Total funding $1,100,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Wahiawa elementary school Design, construction, and equipment and appurtenances for a covered playcourt for year-round student fitness. Design $550,000 Construction $3,500,000 Equipment $250,000 Total funding $4,300,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Waialua high and intermediate school Design, construction, and equipment and appurtenances for installation of a synthetic track surface and field turf for student athletics. Design $450,000 Construction $5,250,000 Equipment $300,000 Total funding $6,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
