4545 WHEREAS, more than eight thousand vehicles are abandoned in Hawaii every year, being an eyesore in communities, harmful to the environment, and a financial burden to the counties; and WHEREAS, some Hawaii residents are unable to pay the annual taxes and fees when registering their non-new motor vehicles, which oftentimes are hundreds of dollars; and WHEREAS, these high annual registration taxes and fees may cause residents to abandon their vehicles, use an illegal car on the road, or struggle to keep up with other payments; and WHEREAS, this body finds that allowing vehicle registration taxes and fees to be paid biannually may reduce the number of abandoned vehicles on the road and aid low-income residents struggling to keep up with Hawaii's high cost of living; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the Department of Transportation is requested to conduct a study on the impact of allowing motor vehicle owners to pay their motor vehicle registration and associated taxes and fees biannually; and BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025; and BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
