4545 WHEREAS, film festivals have helped support Hawaii filmmakers by promoting new and emerging talent in the State, providing careers in creative media, increasing funding sources for filmmaking, and supporting creative media collaborations through educational programs; and WHEREAS, film festivals in Hawaii attract tens of thousands of viewers and generate millions of dollars in additional spending and economic benefits; and WHEREAS, the Hawaii Film and Creative Industries Development Special fund was originally established by Act 285, Session Laws of Hawaii 2000, as the Hawaii Television and Film Development Special Fund whose purposes included awarding grants for eligible Hawaii projects; and WHEREAS, Act 193, Session Laws of Hawaii 2022, amended the funding sources and authorized uses of the Hawaii Film and Creative Industries Development Special Fund, the purpose of which now includes providing seed capital for film, media, electronic sports, and creative industries intellectual property development projects; and WHEREAS, however, the Hawaii Film and Creative Industries Development Special Fund has been ineffective at supporting Hawaii's filmmakers by failing to award grants for these projects; and WHEREAS, a management and financial audit of the Hawaii Film and Creative Industries Development Special Fund could help identify any shortcomings in the current distribution of funds in the Special fund and determine any necessary changes to increase the effectiveness of the Special Fund; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the Office of the Auditor is requested to conduct a management and financial audit of the Hawaii Film and Creative Industries Development Special Fund; and BE IT FURTHER RESOLVED that the Office of the Auditor is requested to submit a report of its management and financial audit, including findings and recommendations and any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism; and Auditor.
