43- WHEREAS, red light running is a significant cause of crashes, deaths, and injuries at signalized intersections; and WHEREAS, according to the Insurance Institute for Highway Safety (IIHS), 1,109 people were killed in crashes that involved red light running in 2021; and WHEREAS, an IIHS study found that red light cameras reduced the fatal red light running crash rate in large cities by twenty-one precent and the rate of all types of fatal crashes at signalized intersections by fourteen percent; and WHEREAS, Act 30, Session Laws of Hawaii 2020, established the Photo Red Light Imaging Detector Systems program and required the creation of a pilot program in Honolulu; and WHEREAS, since the successful launch of the pilot program, areas in which red light cameras operate have seen a reduction in the number of crashes and a twenty to forty percent reduction in citations; and WHEREAS, despite its success, the pilot program is limited to urban Honolulu; and WHEREAS, placement of red light cameras in addition to speed bumps, speed detection devices, and other safety measures in the Fort Shafter, Moanalua, Aliamanu, and Foster Village areas will increase road safety and reduce fatal traffic incidents; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Department of Transportation, in partnership with the City and County of Honolulu, is requested to install speed bumps, speed detection devices, photo red light imaging detector systems, and other safety measures in House District 32; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation and Mayor of the City and County of Honolulu.
