4343 WHEREAS, all human life is precious, and the targeting of non-combatants in a conflict zone is a violation of international humanitarian law; and WHEREAS, since October 2023, armed violence in Gaza has claimed the lives of tens of thousands of Palestinians and Israelis, including journalists, humanitarian workers, and other non-combatants; and WHEREAS, many of the Palestinians killed or wounded during the violence in Gaza have been children; and WHEREAS, international humanitarian law requires that all parties to an armed conflict protect children and prevent the commission of grave violations against them, including killing and maiming, the attacks on schools and hospitals, the recruitment and use of children, the abduction of children, and the denial of humanitarian access; and WHEREAS, Palestinian children and their families are suffering as a result of restrictions the Israeli government has placed on the movement of food, water, fuel, and other humanitarian assistance; and WHEREAS, while Israel's stated goal is to dismantle Hamas, a recognized terrorist organization, this end should not be achieved at the expense of innocent lives; and WHEREAS, hundreds of thousands of additional lives are at imminent risk if a permanent ceasefire is not achieved and humanitarian aid provided; and WHEREAS, the United States holds immense diplomatic power and can save both Palestinian and Israeli lives by facilitating a de-escalation of, and end to, the hostilities in Gaza; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the President of the United States and the United States Congress are urged to call for an immediate and permanent ceasefire in Gaza; facilitate the de-escalation of, and end to, hostilities; and provide to the area fuel, food, water, medical supplies, and other forms of humanitarian relief; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, Majority Leader of the United State Senate, Speaker of the United States House of Representatives, and each member of Hawaii's congressional delegation.
