35	35	URGING the united states department of defense to decrease the overall number of military members stationed in Hawaii and to increase the percentage of military members stationed in hawaii who are UNMARRIED OR HAVE no accompanying dependents.

43	43	WHEREAS, the Governor has identified the State's chronic shortage of affordable housing as the most significant economic threat to Hawaii's families; and WHEREAS, an estimated twenty-four thousand additional housing units are needed to meet the State's current affordable housing demands; and WHEREAS, Hawaii hosts more than two hundred fifty thousand military or military-affiliated personnel and their families, including more than forty-four thousand active duty members and forty-five thousand dependents; and WHEREAS, some military members and their families choose to buy or rent privately-owned homes in Hawaii, further exacerbating the State's affordable housing shortage; and WHEREAS, based on climate change, over-tourism, water contamination, and other factors, parts of the State are also experiencing clean water shortages; and WHEREAS, the United States military has contributed to and exacerbated the State's clean water shortages through its members' use of resources and through multiple incidents of water contamination; and WHEREAS, the decreased presence of military members and their dependents in Hawaii would help ease the State's housing and water shortages; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the United States Department of Defense is urged to: (1) Decrease the overall number of military members who are stationed in Hawaii; and (2) Increase the percentage of military members stationed in Hawaii who are unmarried or have no accompanying dependents; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Secretary of Defense, Under Secretary of Defense for Policy, Deputy Assistant Secretary of Defense for Military Community and Family Policy, United States Army Pacific Commanding General, United States Navy Pacific Fleet Commander, United States Pacific Air Forces Commander, United States Marine Corps Forces Pacific Commander, United States Coast Guard District Fourteen Commander, and members of Hawaii's Congressional delegation.
