| 43 | | - | WHEREAS, the Hawaii Public Housing Authority's policies prohibit in-ground planting and restrict access to underutilized green spaces; and WHEREAS, public housing residents should be empowered to utilize green spaces for food production, cultural activities, and the development of climate-resilient and welcoming natural spaces; and WHEREAS, such utilization of green spaces can enhance community resilience, foster cultural preservation, promote sustainable food systems, and contribute to environmental stewardship; and WHEREAS, this body recognizes the importance of community-driven initiatives in fostering a sense of ownership and stewardship over local environments; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Hawaii Public Housing Authority is encouraged to create green spaces for food production, cultural activities, and climate resilience; consider actions that allow for in-ground planting, resident use of green spaces, facilitated community engagement, sustainable agriculture, and climate-resilient landscapes; and consider the provision of technical and financial assistance; and BE IT FURTHER RESOLVED that the Hawaii Public Housing Authority is requested to undertake the necessary actions to implement the recommendations outlined in this measure, in collaboration with community organizations, local stakeholders, project residents, and indigenous communities; and BE IT FURTHER RESOLVED that the Hawaii Public Housing Authority is urged to create opportunities for residents to use green spaces to grow food, conduct cultural activities, and develop climate-resilient and welcoming natural spaces; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor; Chairperson of the Board of Agriculture; Executive Director of the Hawaii Public Housing Authority; University of Hawaii at Manoa College of Tropical Agriculture and Human Resources Cooperative Extension; Hawaii Climate Change Mitigation and Adaptation Commission; and county boards or departments of water. | 43 | + | WHEREAS, Hawaii's land use policy currently prohibits in-ground planting and restricts access to underutilized green spaces; and WHEREAS, there exists a need to empower residents to utilize green spaces for food production, cultural activities, and the development of climate resilient and welcoming natural environments; and WHEREAS, such utilization of green spaces can enhance community resilience, foster cultural preservation, promote sustainable food systems, and contribute to environmental stewardship; and WHEREAS, recognizing the importance of community-driven initiatives in fostering a sense of ownership and stewardship over local environments; now, therefore, BE IT RESOLVED that the Hawaii State Legislature recommends the following changes to land use policy: 1. Repeal Prohibitions on In-Ground Planting: Amend existing land use regulations to remove prohibitions on in-ground planting within designated green spaces. 2. Grant Residents Sovereignty Over Green Spaces: Establish a new policy framework granting residents sovereignty over underutilized green spaces, empowering them to engage in activities such as food production, cultural events, and the development of climate resilient landscapes. 3. Facilitate Community Engagement and Participation: Implement mechanisms for community consultation and participation in the management and decision-making processes regarding the use of green spaces, ensuring inclusivity and representation from diverse stakeholders. 4. Promote Sustainable Practices: Encourage the adoption of sustainable agricultural practices, biodiversity conservation efforts, and climate resilient landscaping techniques within green spaces to mitigate environmental impacts and enhance ecosystem health. 5. Support Cultural Preservation and Education: Foster initiatives that promote the preservation and celebration of indigenous cultures, traditional knowledge, and practices related to land stewardship and food production. 6. Provide Technical and Financial Assistance: Allocate resources to support residents in accessing technical assistance, funding opportunities, and educational programs aimed at enhancing their capacity to utilize green spaces effectively and sustainably. BE IT FURTHER RESOLVED that the Hawaii State Legislature directs relevant governmental agencies and departments to undertake the necessary actions to implement the recommendations outlined in this resolution, in collaboration with community organizations, local stakeholders, and indigenous communities. ; and BE IT FURTHER RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the Hawaii Public Housing Authority is urged to create a new land use policy which gives residents sovereignty over these green spaces to grow food, conduct cultural activities, and develop climate resilient and welcoming natural spaces. BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor of Hawaii, the Hawaii Public Housing Authority, relevant community organizations, and other stakeholders for their consideration and implementation.
