NO. 210 THIRTY-SECOND LEGISLATURE, 2024 STATE OF HAWAII HOUSE RESOLUTION URGING THE HAWAII EMERGENCY MANAGEMENT AGENCY TO SPEARHEAD THE CREATION OF A MASTER RECOVERY PLAN AND GOVERNANCE MODEL FOR LAHAINA, MAUI. HOUSE OF REPRESENTATIVES H.R. NO. 210 THIRTY-SECOND LEGISLATURE, 2024 STATE OF HAWAII HOUSE OF REPRESENTATIVES H.R. NO. 210 THIRTY-SECOND LEGISLATURE, 2024 STATE OF HAWAII HOUSE RESOLUTION URGING THE HAWAII EMERGENCY MANAGEMENT AGENCY TO SPEARHEAD THE CREATION OF A MASTER RECOVERY PLAN AND GOVERNANCE MODEL FOR LAHAINA, MAUI. WHEREAS, on August 8, 2023, wildfires ravaged Lahaina displacing thousands of people and destroying structures; and WHEREAS, disaster response operations were ineffective, because the state of Hawaii is deficient in the organized emergency management structure required to efficiently execute post-disaster recovery operations; and WHEREAS, now, even months after the wildfires, there continues to be a void in leadership and coordination as it comes to facilitating recovery efforts; and WHEREAS, it is imperative for our state to have a comprehensive structure to expeditiously rebuild Lahaina and return people to a sense of normalcy; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Hawaii Emergency Management Agency is urged to spearhead the creation of a master recovery plan and governance model for Lahaina, Maui; and BE IT FURTHER RESOLVED that the Hawaii Emergency Management Agency is to work in coordination with federal, state, and county governments, the Maui Emergency Management Agency, and the people of Maui in developing the recovery plan; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Hawaii Emergency Management Agency, the Maui Emergency Management Agency, the Governor of the State of Hawaii, the Mayor of the County of Maui, and Maui community recovery groups.
