41 | 41 | | WHEREAS, Hawaii's state legislature only has sixty session days per year, generally stretching from the middle of January until early May; and WHEREAS, the representatives and senators who comprise the state legislature are part-time employees of the State; and WHEREAS, the efficiency, productivity, orderliness, and transparency of the state legislature could be improved by requiring that the Legislature be in session during every month of the year, making the elected officials who comprise the state legislature into full-time employees of the State; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Legislative Reference Bureau is requested to conduct a study to understand the implementation process for a continuous legislative session and its relative impacts on the State; and BE IT FURTHER RESOLVED that the study is requested to: (1) Discuss the pros and cons of a continuous legislative session; (2) Focus on what a continuous legislative calendar for the State may look like, including bill and budget deadlines; and (3) Examine salary needs for full-time legislators and staff; and BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of the Legislative Reference Bureau.
