The director of finance is authorized to issue general obligation reimbursable bonds in the sum of $70,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of the following capital improvement project: Lahaina bypass road, Maui Plans, land acquisition, design, construction, and equipment for an extension of the Lahaina bypass road from North Keawe street to beyond Puukolii road. Plans $ 1,000 Land acquisition $ 1,000 Design $ 1,000 Construction $69,996,000 Equipment $ 1,000 Total funding $70,000,000 SECTION 2. The sum appropriated for the capital improvement project shall be expended by the department of transportation for the purposes of this part. PART II SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $47,053,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the sixth senatorial district, as follows: 1. State-owned land in Kihei, Maui A. Plans, design, and construction for rock wall repairs and storm mitigation for the state-owned historic parcel at TMK 3-9-001-012-0000. Design and construction for maintenance dredging, including dredging of accumulated material at boat ramp and entrance channel and movement of dredged material for upland unrestricted use. The sums appropriated for the respective capital improvement projects set forth in section 5 shall be expended by the department of land and natural resources for the purposes of this part. PART IV SECTION 7. There is appropriated out of federal moneys received by the State of Hawaii the sum of $10,000,000 or so much thereof as may be necessary for fiscal year 2023-2024 for plans, design, construction, and equipment for an R-1 water reservoir. The sum appropriated shall be expended by the clean water branch of the department of health for the purposes of this part. SECTION 8. There is appropriated out of the general revenues of the State of Hawaii the sum of $2,500,000 or so much thereof as may be necessary for fiscal year 2023-2024 for plans, design, construction, and equipment for an R-1 water reservoir. The sum appropriated shall be expended by the clean water branch of the department of health for the purposes of this part; provided that no moneys appropriated by this section shall be expended unless the county of Maui provides matching moneys on a dollar-for-dollar basis. SECTION 9. There is appropriated out of the general revenues of the State of Hawaii the sum of $900,000 or so much thereof as may be necessary for fiscal year 2023-2024 for the construction of fencing for axis deer mitigation. The sum appropriated shall be expended by the clean water branch of the department of health for the purposes of this part. SECTION 10. There is appropriated out of federal moneys received by the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2023-2024 for the rehabilitation of Kulanihakoi stream, including installation of irrigation from the R-1 water reservoir and planting of vegetation to trap sediment. The sum appropriated shall be expended by the clean water branch of the department of health for the purposes of this part. SECTION 11. There is appropriated out of federal moneys received by the State of Hawaii the sum of $130,000 or so much thereof as may be necessary for fiscal year 2023-2024 for the rehabilitation of Waipulani stream, including installation of irrigation from the R-1 water reservoir and planting of vegetation to trap sediment. The sum appropriated shall be expended by the clean water branch of the department of health for the purposes of this part. PART V SECTION 12. The appropriations made by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
