4747 SECTION 1. (a) The homeless programs office of the benefit, employment and support services division of the department of human services shall establish and implement a program to: (1) Acquire abandoned and vacant residential and commercial real properties; (2) Repair any existing, or develop and construct new, dwelling units on these properties; and (3) Provide to individuals experiencing homelessness the dwelling units repaired or constructed pursuant to paragraph (2) for a term that the homeless programs office deems appropriate. (b) The homeless programs office shall submit a report on the status of the establishment and implementation of the new program required by this Act and the homeless programs office's findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024. (c) The homeless programs office shall adopt rules pursuant to chapter 91, Hawaii Revised Statutes, as may be necessary to effectuate the purposes of this Act. SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment of a program to acquire abandoned and vacant residential and commercial real properties to house individuals experiencing homelessness pursuant to section 1 of this Act. The sums appropriated shall be expended by the department of human services for the purposes of this Act. SECTION 3. This Act shall take effect on July 1, 2023.
